<p>Park Hill is iconic building and KADA are proud to be based here, with its vibrant community yet tranquil landscape.</p>
<p>KADA is a UK and International economic development consultancy focused on people, places, and businesses. We work across a range of areas with recent projects covering agri-tech, health to tourism. KADA works from bid development and strategy writing through to evaluation, so our team has expertise in each of those areas.</p>
<p>The impacts of Covid-19 have brought some opportunities as well as challenges for us. Like many businesses we had to go virtual overnight, and we had to adapt the way we worked together and with our clients. However, the impacts of the pandemic economically and socially have created a need for economic consultants who can help produce evidence to understand and develop strategies to overcome these new challenges.</p>
<p>KADA has grown over the last ten years and has a three-year plan to continue this growth. It now employs eight full-time members of staff. Looking ahead to the next ten years is an exciting time for KADA. The nature of our work is challenging but we relish complex projects that make a genuine difference in the areas we work.</p>

<p><span data-contrast="auto">Put simply, t</span><span data-contrast="auto">he ERDF Summative Assessment guidance asks evaluators to review the relevance and consistency of a project and consider it</span><span data-contrast="auto">s</span><span data-contrast="auto"> progress, delivery and management. There are also some detailed ERDF requirements in terms of assessing impacts and value for money that require a degree of understanding of economic impact methods such as those highlighted with <a href="https://www.gov.uk/government/publications/the-green-book-appraisal-and-evaluation-in-central-governent" target="_blank" rel="noopener noreferrer">HMT’s Green Book</a>.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}"> </span></p>

<p><span data-contrast="auto">It is important to take an </span><span data-contrast="auto">independent and consistent approach</span><span data-contrast="auto"> in order to ensure that you can draw reliable conclusions from your data</span><span data-contrast="auto">. There is some flexibility here, but all ERDF projects follow similar approaches</span><span data-contrast="auto">: </span><span data-contrast="auto">the use of logic models, speaking to stakeholders and beneficiaries, using widely recognised impact assessment techniques etc. This ensures that the reports are of sufficiently high quality and consistency. <p><span data-contrast="auto">Absolutely! Details of the Shared Prosperity Fund are expected in 2021. Those applicants with robust ERDF Summative Assessments will be well placed to submit evidence</span><span data-contrast="auto">&#8211;</span><span data-contrast="auto">based bids</span><span data-contrast="auto"> for this new funding</span><span data-contrast="auto">.</span><span data-contrast="auto"> </span><span data-contrast="auto">Summative Assessments provide an impartial review of delivery capabilities, </span><span data-contrast="auto">giving</span><span data-contrast="auto"> future funders</span><span data-contrast="auto"> strong evidence that you have</span><span data-contrast="auto"> the right credentials for project implementation. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}"> </span></p>
<p><span data-contrast="auto">Signs are that the Shared Prosperity Fund will mirror many of the priorities in the previous ERDF programme combined with current UK priorities. The big themes for future funders are likely to include impactful low carbon measures, post-Covid 19 resilience and post-Brexit opportunities. <p><span data-contrast="auto">I have been working on ERDF since the 1990’s. For me, the best ERDF Summative Assessments exceed the Government’s minimum standards. We try to speak to all those involved in delivery as well as external partners. We also consult with as many beneficiaries as possible</span><span data-contrast="auto">.</span><span data-contrast="auto"> This ensures that what we are saying is grounded in reality. I have learnt to bring in experts if needed and set up ERDF ‘systems and processes’ to make life easier for the team. We have banks of questions, case study templates from our designer and many impact models and internal value for money benchmarks. A lot of our time goes into presentation including infographics, charts and tables, and we make sure we have powerful quotations to illustrate the key findings.  We are not judgemental either</span><span data-contrast="auto">.</span><span data-contrast="auto"> </span><span data-contrast="auto">W</span><span data-contrast="auto">here programmes are not performing</span><span data-contrast="auto">, </span><span data-contrast="auto">we look at the reasons why and thinking about the learning points and how challenges might be overcome. This year we have had exceptional mitigating circumstances and unprecedented economic shocks. It has not been an easy time to be an ERDF project manager and our team applies empathy and understanding in assessing performance. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}"> </span></p>

As part of the process the Government requires project beneficiaries to fill in an ERDF Summative Assessment Report Summary (ESIF-Form-1-014) in Excel. On appearance this looks simple enough but there is a lot of detail and these can take 2 days to fill in well. We do this for our clients at no charge. <p><span data-contrast="none">Sheffield based</span><span data-contrast="none"> Kada has a long-standing relationship with the Cathe</span><span data-contrast="none">dral Archer </span><span data-contrast="none">P</span><span data-contrast="none">roject, whic</span><span data-contrast="none">h provides support and care for local homeless and vulnerable people. </span><span data-contrast="none">A hugely important part of this support is the provision of fresh, hot food</span><span data-contrast="none">, which is vital for people’s physical and mental health. </span><span data-contrast="none">COVID-19 has presented a particular challenge to everyone, but to vulnerable people in particular</span><span data-contrast="none"> – during the first lockdown, the project was providing almost 200 meals every day. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}"> </span></p>

Having had it fixed several times in the space of a few months, it became clear that a new one was going to be needed in order to keep providing vital meals during lockd</span><span data-contrast="none">own</span><span data-contrast="none">. Have successf</span><span data-contrast="none">ully built up a cleaning and printing enterprise, they have now been trialling a small cake bakery to supply cakes to local businesses. <p><strong>Background</strong></p>
<p>The House of Commons Library this week released statistics on the uptake of government coronavirus business support, detailing the distribution of support funds by local area <strong><a href="applewebdata://BE11DBDA-94B9-4D78-89BD-941134D8C47B#_ftn1" name="_ftnref1"><span style="text-decoration: underline;">[1]</span></a></strong>. Our graduate intern Anne-Marie has taken a look at the statistics to give some initial impressions of to what extent Sheffield made the most use of coronavirus business support relative to the rest of the UK.</p>
<p>The available support consisted of employment schemes, such as the furlough and self-employed support schemes, several types of business loans, the COVID corporate financing facility, business rates relief and VAT deferrals. This short blog post focuses on employment schemes and business loans.</p>
<p><strong>Employment Schemes  </strong></p>
<p><span style="color: #333399;"><strong>1 in 3 of the population at some point furloughed</strong></span></p>
<p>By midnight 16th August 2020, 1.2 million employers had furloughed 9.6 million jobs over the course of the pandemic. On average, 32% of workers across the UK have at some point in the pandemic been furloughed, with the highest rate in the West Midlands at 34%. Within industries, the food and accommodation sector had the highest furlough rate at 77%, whilst the wholesale and retail industry furloughed the highest number of jobs at 1.9 million. The number of furloughs at a given time peaked on the 8th of May 2020 at 8.9 million.</p>
<p>The levels of self-employment income support were also high. In the first round up to 19 July, 2.7 million claims were made totalling £7.8 billion. In the second round from the 17 August, 296,850 claims up to the 17 August totalled £768.9 million. According to the government report, by the 31 July, 77% of the eligible population claimed self-employment income support, with the highest number of these coming from the construction industry <span style="text-decoration: underline;"><a href="applewebdata://BE11DBDA-94B9-4D78-89BD-941134D8C47B#_ftn2" name="_ftnref2"><strong>[2]</strong></a></span>.</p>
<p><span style="color: #333399;"><strong>In Sheffield, a total of 74,300 jobs were furloughed and 19,700 self-employment support claims were made representing some 37% of the workforce</strong></span></p>
<p>Data for Sheffield includes Sheffield Central, South East, Brightside and Hillsborough, Heeley and Penistone and Stocksbridge. Furlough uptake rates in Sheffield varied between 23% in Sheffield Hallam and 32% in Sheffield South East. This puts most areas of Sheffield below the UK average of 32% furlough rate. The self-employment claims in Sheffield totalled £53.2 million, with uptake rates ranging between 75% and 83%. This is at or slightly above the UK average of 77%, possibly because construction, the industry with the highest number of self-employment support claims across the UK, is the third-largest industry in Sheffield. <span style="color: #333399;"><strong>In total, during the pandemic 37% of Sheffield’s workforce have either been furloughed or have received self-employment support.</strong></span></p>
<p><strong>Business Support  </strong></p>
<p>The Government offered four primary financial loan schemes for businesses impacted by COVID-19. The Bounce Back Loan Scheme, backed 100% by the Government, offers all businesses loans of up to £50,000 or 25% of turnover. The Coronavirus Business Interruption Loan Scheme (CBILS), backed 80% by the Government, offers loans of up to £5 million for businesses with a turnover under £45 million. The Coronavirus Larger Business Interruption Loan Scheme (CLBILS) offers loans to larger businesses. The Future Fund provides loans to businesses that rely on equity investment and are pre-profit, and therefore cannot access the other business support schemes.</p>
<p>In total, over 1 million businesses have accessed loans worth over £53 billion (approval rates were high)</p>
<p>Of the applications to the CBILS scheme, 49% were approved, with 60,409 loans totalling £13.68 billion. For the CLBILS scheme, 55% of loans were approved, with 516 loans totalling £3.5 billion. The Bounce Back scheme had an approval rate of 82%, with 1,174,854 loans totalling £35,47 billion. Finally, the Future Fund approved 65% of claims, funding 590 claims totalling £590,000. The regional spread of the loans was relatively proportionate to the population. <span style="text-decoration: underline;"><a href="applewebdata://BE11DBDA-94B9-4D78-89BD-941134D8C47B#_ftn3" name="_ftnref3"><strong>[3]</strong></a></span></p>
<p><span style="color: #333399;"><strong>In Sheffield, 7,327 businesses accessed loan support worth £311.2 million</strong></span></p>
<p>For Sheffield, only data on the CBILS and Bounce Back schemes are available. On the CBILS scheme, 378 businesses claimed £87.9 million in loan support. The Bounce Back loan scheme saw 6,949 loans totalling £223.3 million – these loans covered some 46% of the total business base. <span style="text-decoration: underline;"><a href="applewebdata://BE11DBDA-94B9-4D78-89BD-941134D8C47B#_ftn4" name="_ftnref4"><strong>[4]</strong></a></span> The majority of business loans were given in Sheffield Central, Sheffield South East and Penistone and Stocksbridge.</p>

<p><span data-contrast="auto">“Along with the backing of our members, the Sheffield Property Association commissioned the report to, firstly, take stock and analyse how Covid-19 has impacted the property sector in Sheffield, and secondly, look at how the industry and the city can drive forward in the wake of the pandemic. </span><span data-ccp-props="{"> </span></p>
<p><span data-contrast="auto">“We believe we are the first regional property body to instruct such a study, so the findings are extremely helpful – for us as individual organisations, but also the city and the Sheffield City Region. </span><span data-ccp-props="{"> </span></p>

Sat in my office in Regus on Bramall Lane this time last year I started to wonder if there was something better I could do with the rent I was paying. The office was fine but functional and dull. The location was acceptable but pretty congested. Regus are a serious operation who are a very dominant player on the small business rental market. Rents were unlikely to decrease. So I decided to look around. That was pretty depressing. There simply aren’t that many properties for the small entrepreneur. Sheffield is a little behind the times when it comes to properties for sale for businesses – unless you fancy converting a terraced shop that is! <span id="more-1629"></span></p>
<p>Anyhow when I saw Park Hill had commercial units that were flexible in layout and affordable I thought I would look around. Tim from Fernie Greaves showed me around a concrete box. Urban Splash were basically doing the heavy duty work and then selling off the units as a shell or blank canvass for tenants to do up themselves. Nice model, I thought. All I had to do was fix it up myself. I am town planner who’s only done a house extension but I still thought ‘there can’t be that much to it can there?’ Little did I know.</p>
<p><strong>Planning</strong><br />
Park Hill does have its sceptics. It had taken ten years to get this far. But despite the risk I liked the look and feel of the place and the location. I decided to proceed. I got myself a commercial lawyer and secured an offer towards the purchase and the refurb from my bank, who incidentally were very helpful. Yes, they were getting some business but went out of their way to guide me through the process. I then got quotes from some well known commercial fit out contractors and hired an interior design advisor, Sally from Flude Interiors. Sally helped me draw up a specification using the Urban Splash commercial fit out guide.</p>
<p>The process of speaking to the fit out guys was illuminating. These guys are clearly very professional and used to dealing with companies in the £1m plus bracket. To be honest the two quotes I got were eye-watering. I couldn’t understand it. It was only 500ft2. It looked like a no go. I couldn’t pay more for the refurb than the asking price! I simply could not afford these guys – a turnkey solution was out of my league and way off my agreed budget. After some thought I chatted a friend – a chartered surveyor – who reckoned I could do it myself for half the price. Eek I thought that will be a right pain. Anyhow the interior designer and I worked up some plans.</p>
<p>It would work perfectly for Kada – some desks to expand, a meeting room, a kitchen point and WC. Designed around my business and personal requirements. The designer also looked at the history of the building and drew up a mood board. I’d never had one of those before! It did look good though and challenged me and embraced the buildings features and history. Park Hill is the largest Grade Two listed structure in Europe!</p>
<p>Urban Splash liked the mood board but wanted me to move my toilet to the middle of the office. This would block out the dual aspect and segment a small unit in half! A compromise too far my team thought. After some discussion, Urban Splash came up with an alternative that might work – coreing through the thick concrete into a redundant waste pipe in the service tunnel. After a few site meetings and several weeks they said it could be done and were willing to do it. Fair play to Urban Splash the one major thing we asked for they accommodated.</p>
<p><strong>Implementation</strong><br />
I had wasted a fair few months by this time looking for quotes and agreeing on the plans. I was beginning to wonder whether it was all worthwhile. I then rang my old builder who did my extension and said ‘I had a bit of money for trades but not much does he fancy taking it on?’ He said ‘we don’t do that much commercial but we’ll get it sorted for you ‘no probs”. There was still an awful lot of other stuff to get sorted but this was a breakthrough. John could cover electrics, plastering, flooring, tiling, bathroom fitting etc. So I went out to get quotes for everything else and hired a storage unit. I needed somewhere to stash all the gear and materials I was about to buy.</p>
<p>Quotes came in steadily for alarms, acoustical flooring, M&amp;E planning, vinyl flooring, tiles, a kitchen, blinds, lights, WC fittings, radiators, data points, the internet, phones, plumbing, refrigeration, glass partitions, fireproofing, health and safety etc. I had to keep a record of everything. I asked everyone to give me their best price. If I wasn’t happy I went elsewhere. I tried to source everything from Sheffield where feasible. As I was was managing it could put the investment where it counted – a Karl Benz Italian Kitchen for instance rather than a magnet corporate one.</p>
<p><strong>The Refurb</strong><br />
After some legal delays I got the keys from Tim before Christmas. Great timing Karl. Ok I thought let’s get going in January. It would take about eight weeks. I got the fireproof guys in to spray the ceiling with Mandolite. This would avoid the need for a suspended ceiling and save me some valuable height. Blimey that was a big job – a huge trailer just for power! These guys had interrupted spraying the Liverpool underground to sort my small unit out!</p>
<p>Next flooring. Damn it was delivered to the unit one hour before I had a client meeting. No choice I had to get it all in quickly on my own. One of the many times I found myself lugging gear and meeting deliveries. Deliveries were coming to Big Yellow Storage on an almost daily basis. This was getting hard to manage at the same time as a full-time job. I was having to nip out at night and before and after work to let people in and out, make decisions and handle deliveries. One thing I learnt the hard way – was to check everything and everyone all the time! And don’t let people take the path of least resistance when trying to meet your brief. I was quickly learning to be a client and to plan out a job and get the sequencing right.</p>
<p>The electrics were the next big job and took a couple of weeks – we needed cables for heating, lighting, alarms, data and general power sources. This bit is really worth getting right and luckily my M&amp;E guy Dick Bradford (ex-Barnsley MBC) helped picture where everything could go. Next bit flooring – noise insulation and boarding. Another week. Plumbing then the bathroom – the designer wanted hidden taps, sliding doors, floor to ceiling tiles etc. That took john and his crew some doing. We also had some plastering done to partitions – and just left the exposed concrete.</p>
<p>I had to get the building inspector in to check progress – he was happy apart from a few details. Next stop kitchen – it looked great. Then data points, second fix electrics, WC fittings, heating, data points, plumbing. There were a few points that were quite stressful – arranging visits, deliveries, dealing with broken orders. We had our share of problems. But, it was starting to come together.</p>
<p><strong>The Move</strong><br />
The designer had chosen a special paint from little green that needed five coats. I couldn’t find a painter anywhere. So I started myself in the evenings and then got my friend Ian in. But I was moving in in a week. I decided to get more help this was interfering too much. I managed to get some painters to do the last bits and removal people to help me bring all the furniture items I had been acquiring via the interior designer from various Sheffield mid-century specialists. We decided to take the vintage route. The removal guys from up the road were great – I paid them for a few extra hours to help me assemble furniture.</p>
<p>I had gone with a local internet firm who had only just received the wayleave agreement from Urban Splash the week before (this took as long as the actual purchase). They turned up at five pm to get me on-line. That Friday about nine weeks later I was in. I must admit it looked great. The interior designer was invaluable. After I moved in there was a fair bit of snagging and we got the glass partitions in (though the door was cut wrong and had to be replaced).</p>
<p><strong>Today</strong><br />
I moved in about five weeks ago and it has been well worthwhile. It was harder work than I had anticipated but I had good advisors including Jan my wife, John the builder and Sally the interior designer. We have since had a launch, an after-party and two photography shoots (Amy and India). If you are in Sheffield why not pop in for a cup of tea and see a small part of one of Sheffield’s most iconic buildings brought right back to life.</p>
