Business Case for the Boat Compound Scheme in Hornsea’s South Promenade

Principally this assignment built on a long desire articulated in the Hornsea Masterplan to improve the attractiveness of the sea front for the local community, businesses and visitors. The idea was to improve the fabric of the sea front, its appeal to visitors and the competitiveness of the local commercial fishing fleet and the number of leisure craft. The study built on the feasibility work undertaken to date and was designed to support funding applications to Europe (the European Maritime and Fisheries Fund, EMFF) and a Coastal Communities Fund (CCF) bid to the Big Lottery. The impact assumptions used were informed by discussions with key players (fishermen, Hornsea Inshore Rescue, East Riding of Yorkshire Council staff, and the Holderness Fishing Group), a desk review of key material relating to the scheme and consideration of key economic facts concerning the site. The net costs and benefits have been calculated over 10 years.
Overall the impact study has shown that collectively each of the elements within the Boat Compound Scheme could, with appropriate investment, generate considerable economic and tourism benefits. We believe that the components of the project on analysis appear to be a sound investment with good sustainability potential
